Add redirects and point javadoc/pydoc links to new location

As part of the website migration [(design
doc)](https://s.apache.org/beam-site-automation), the javadocs and pydocs are
now being published from the `apache/beam-site` repo `release-docs` branch. The
separated publishing also requires us to change the URL path.
This change adds `.htaccess` redirects to redirect from the
previously-supported URLs to the new ones. It also updates existing URLs to
point to the new location.
