This is is part of a series of PRs with goal to make Apache Beam PY3
compatible. The proposal with the outlined approach has been documented
[here](https://docs.google.com/document/d/1xDG0MWVlDKDPu_IW9gtMvxi2S9I0GB0VDTkPhjXT0nE/edit).
This PR fixes some failing tests for the testing module, but not all. The
tests are therefore not yet enabled.
