{{LocalFileSystem.matchOne}} does support 'file:///some/path' in {{spec}}, but
{{LocalFileSystem.matchNewResource}} inconsistently treats it as local path
'file:/some/path' - that's probably in error. I expect that both methods would
consistently accept 'file' URIs.
