I've made a small amount of progress since the last round of comments. I got the code moved into the `amazon-web-services2` module and found some incompatibilities in the unit test frameworks being used, so I worked through that and got all the tests passing again. I've also done some research on how to implement shard splitting and merging and I think I know what needs to be done but haven't had time to implement it yet. And of course I still need to finish the unit tests and javadocs, and it looks like the PR needs a rebase now. I've been more focused on getting BEAM-8382 finished so now that that one seems to be wrapping up I can pay more attention to this PR in the coming weeks.
