[BEAM-11200] Update useragent version of Go SDK (#13447)
Patching a variant of https://github.com/apache/beam/pull/13279 into the
release to unbreak peak versions sooner.
Remaining work on 11200 is to include a go file in the updates so this
happens as part of the cut process.
