I would expect that this bug is blocked by [BEAM-48], since right now the code
in BigQueryIO.Read won't work for anyone but Dataflow.
And like Mark said about pub/sub, I think once [BEAM-48] is in Flink will
automatically support BigQueryIO.Read as long as it supports the BoundedSource
API.
