Reorganize contrib directory
* Move `contrib/join-library` to `sdks/java/extensions/join-library`.
* Reorganize packages to `org.apache.beam.sdk.extensions.joinlibrary`.
* Other fixup, such as removal of README.md, AUTHORS.md, etc.
