Suppress spurious SDK builds

This is a low tech solution that mostly keeps the status quo but seems to
eliminate the extra builds. The current method won't work if the SDK is ever
shaded, since it depends on absolute paths in magic strings, but this PR
doesn't try to solve that problem.
You can merge this pull request into a Git repository by running:

Exclude package-info.java from compiled sources list
This is a workaround for [MCOMPILER-205], which causes
maven-compiler-plugin to always detect stale sources due to sources
that do not create a class file, such as package-info.java.
An alternative workaround is to add dummy annotations to all
package-info.java files, which will induce package-info.class
files.

This file is generated exclusively through maven filtering, but
causes spurious rebuilds.
