[DNR] Set TarLongFileMode in the Assembly Plugin

Default TAR files aren't capable of handling long names, and this may be
causing issues with the assembly plugin in jenkins.
THIS IS AN EXPLORATORY CHANGE AND NOT SUITABLE FOR MERGE OR REVIEW AT THE
CURRENT TIME.
