[BEAM-409] Add tests for ApproximateQuantiles calculated buffers

Note: these tests currently fail due to
[[BEAM-409]](https://issues.apache.org/jira/browse/BEAM-409). #853 fixes them,
but I wanted to have tests that would verify the fix to go in with it.
You can merge this pull request into a Git repository by running:
