[BEAM-473]: DatastoreIO statistics query fixes

- Querying and ordering on timestamp for per kind statistics query isn't
possible with Datastore. Hence querying the latest timestamp explicitly from
the global stats.
- Use the correct stats kind name when namespace is provided
