travis.yml: disable updating snapshots
Will still update releases with the --update-snapshots version (I know, bad
name).
Still occasionally failing but it is definitely downloading less now. Check
out the travis logs.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/dhalperi/incubator-beam no-snapshots
