"spark.port.maxRetries" added in BEAM-808 wasn't the solution to the
BindException problem we had.
While this property could still benefit running tests in Jenkins, it's not
necessary locally so let's have the pom contain only properties that are
required/recommended in all execution environments. Jenkins will setup any
further properties on it's own (if needed).
