[BEAM-986] Improvements to ReduceFnRunner prefetching
- add prefetch* methods for prefetching state matching existing methods
- replace onTimer with batched onTimers method to allow prefetching across
timers
- remove deprecated TimerCallback usage
- prefetch triggers in processElements
