Add a JUnit category for timers and exclude it from all runners. I've included one trivial test just to see that it is working. (FWIW I have hacked the direct runner enough in later commits to get this test to pass "for the wrong reasons") 2. Remove the timer rejection code from `ParDo` and add it to every runner.
