For reference, there are plugins on trac-hacks that provide similar
functionality:

1. [th:WorkflowEditorPlugin] and [th:TracWorkflowAdminPlugin] (gjm has
spent time looking at both)
We could try to get a code grant, pull them into the Apache repository and
use them as starting points, but the first step would be testing and code
review of the plugins to see if they would serve as a useful starting
point.
