r1464573 adds casts attachment.id to integer and fixes a couple of
postgres quoting issues to allow basic installation to work
It seems that postgresql uses the ansi standard for quoted variables which
is single quote only (as noted [http://www.postgresql.org/docs/9.2/static
/sql-syntax-lexical.html#SQL-SYNTAX-STRINGS here] at least)
