r1470001 - changes to the ticket page template to reduce the differences
between the new tickets and existing
r1470004 - improvements to styling including fixing a missing `}` in the
css, making the ticket title box clear when in edit mode and setting the
width of the comment textarea to match comment boxes in the history
r1470007 - fixes change from r1459423 to avoid a recursion error
The "I have files to attach to this ticket" checkbox does not work at this
point and it will be useful to have further simplifications to the
structure of the ticket page.
