#524: Implement Bloodhound Relation change notifications

As it was discussed on dev mailing list, when a relation between tickets
is created or deleted, the following notification should be raised:
* user should receive only one notification
* is user is subscribed to cc field on one of the related ticket, user
should receive the relation changed notification
