#537: Better handling of relation errors

When a user tries to create an invalid relation (by specifying an invalid
ticket id, invalid relation type or by creating a relation that fails
validation), he is redirected to a new page where error is displayed.
Exceptions caused by invalid data should be caught and displayed on the
same page.
