#543: Consistent sharing of base.ini

Installer script creates two config files : `trac.ini` for environment-
specific settings, `base.ini` for shared options.
However when using installer script both files are created inside
environment's ''conf/'' sub-folder every time a new one is created . As a
consequence there's no actual sharing (cmiiw).
My recommendation consists in creating base.ini file at location specified
in --environments_directory and not to overwrite it if it already exists .
