A bootstrap template should be written to replace `error.html`. These
pages should be more visually appealing. The error pages should also nudge
users towards issues.apache.org/bloodhound instead of the trac homepage.
Wording could be changed from "Have you found a bug in Trac" to "in Apache
Bloodhound":
