#633: Move Bootstrap content to bloodhound_theme

It seems to make sense to move the Boostrap content (primarily CSS and JS)
from `bloodhound_dashboard` to `bloodhound_theme`. This was previously
[http://markmail.org/thread/tvbpfgbjke5xn5ll discussed] and the Boostrap
content seems to be a part of `bloodhound_dashboard` mainly for historical
reasons.
This fits with the general goal of having the Bloodhound plugins work with
unmodified Trac, and adding the Bootstrap templates through
