#644: Crash on SMTP failure notifying ticket relations update

The standard behavior in Trac is to render a warning about notification
errors and still render expected web page . This does not happen when
updating ticket relations . In that case an internal error is displayed
instead .
IMO this is a UX anti-pattern that has to be fixed .
