Since we haven't pulled in [trac 11863:11867] yet (we'll get these changes
when merging in Trac 1.0.2), the situation is a bit confusing. If `env` is
a `ProductEnvironment`, we assign to `env.abs_href`. However, if `env` is
an instance of `trac.env.Environment`, we still assign to `env._abs_href`.
More changes might be needed, but at a minimum we need the
[attachment:t652-r1517797.patch attached patch].
