#653: Notification error on (product) batch modifications

An error event is logged after selecting product field in batch modify
form in /query and committing changes . It looks like the one below

ticket batchchange: UnboundLocalError: local variable 'reporter'
referenced before assignment
}}}
Besides there's no entry added in `ticket_changes` table for this
modification.
