#674: Modify templates to account for implementation of ReadonlyWikiPolicy

Several templates were modified during the implementation of trac:#11244,
which removed knowledge of the //readonly// attribute from the templates,
and added the `show_readonly_checkbox` entry to the data dictionary.
Permission to set a wiki pages readonly or edit a readonly page are now
granted through `ReadonlyWikiPolicy` ([trac 12101]). Complementary changes
should be made to Bloodhound templates. The changes were implemented in
Trac 1.1.2dev, so we probably won't see them in Bloodhound until Trac 1.2
is integrated.
