#691: Relations shortcuts

A quite common use case in issue tracking is the continuation in a
separate ticket of part of the work tracked in a given ticket (maybe
scheduled to be postponed for forthcoming milestone). Currently many steps
are required (create new ticket , manage relations ...) .
It'd be nice to have a shortcut for this , maybe integrated into QCT form
.
