#720: Edit / Reply buttons missing in ticket view on tablets (0.8-dev)

Edit / Reply buttons in ticket comments UI are hidden on tablet devices.
They are shown only after tapping somewhere inside the bounding box of
target comment UI .
Below there's a matrix of device + browser combinations I used to confirm
this issue .
