#841: Duplicate ticket id doesn't allow a list of tickets

Given the behavior of other fields, it seems reasonable for the duplicate
ticket id field to accept a comma or space separated list of ticket ids.
However, if a comma or separated list of ticket ids is entered, a
duplicate relation is added for only the first id in the list.
