Manage all the jenkins jobs using jenkins-dsl
Descriptions of the changes in this PR:
- use jenkins-dsl to manage all the bookkeeper jobs
- the seed job will poll the files checked in under `.test-infra/jenkins`
at master and automatically update other jenkins jobs
- this enforces all the jenkins jobs' changes should go through github
reviews and allows everyone can make changes to jenkins jobs.
