### Motivation
CI is broken also in branch-4.15 and building with Java 11 will produce
invalid binaries for running with Java 8.
### Changes
- Cherry-pick and backport #4197 to branch-4.15
- backport includes some dependent changes to make the build to run
- Synchronize GitHub Actions workflow bk-ci.yml from master branch so that
tests could be run in the same way.
