### Motivation
This PR introduces a GitHub Actions bot (“BookKeeper Bot”) that allows
contributors and maintainers to rerun CI workflows via PR and Issue comments.
This helps address cases where CI runs fail due to external reasons (e.g. infra
flakiness) and enables more convenient workflow/job management directly from
the PR interface. It reduces friction and manual effort, facilitates repo
maintenance, and improves contributor experience.
### Changes
- Added a new GitHub Actions workflow triggered by issue or PR comments
containing `/bkbot`.
- The bot supports the following comment commands:
- `/bkbot rerun`: Reruns the latest failed/cancelled/timed_out/skipped
workflow runs for the PR head SHA.
- `/bkbot rerun <keyword>`: Reruns jobs in the latest runs whose name
matches the provided keyword.
- `/bkbot stop` or `/bkbot cancel`: Cancels all running
(queued/in_progress) workflow runs associated with the PR.
