Buildr fails to download artifact 'org.scalatest:scalatest:jar:0.9.4' from the
http://scala-tools.org/repo-releases maven repository.
The reason is that the POM file at
http://scala-tools.org/repo-releases/org/scalatest/scalatest/0.9.4/ contains a
relocation tag and buildr does not handle it.
