Just to be clear, this is definitely an RJB issue, not a buildr issue.  You can 
reproduce it with just

$ ruby -rrubygems -e 'require "rjb"; Rjb::load'
-e:1:in `load': can't create Java VM (RuntimeError)
        from -e:1

The question is what buildr needs to do to get a functioning version of rjb on 
OS X.  I'm still seeing the problem using rjb 1.3.2, so I'm trying to figure 
out if there's also an environmental component.
