In hindsight, I think it was sub-optimal to empty out extra_dependencies by 
default. Instead, I believe we should have put the checkstyle dependencies at 
the front of the checkstyle classpath. Then it would work automatically for 
everyone. Would you reopen this issue to change the solution?
