This looks like it's caused by the ruamel.yaml.clib aarch64 wheel containing an .so named `_ruamel_yaml.cpython-310-x86_64-linux-gnu.so` (x86_64 instead of aarch64). This is a valid aarch64 binary, it's just been named incorrectly.
