This is a refined version of the content from #2057. As the main parts were specific to `BuildElement` plugins, I've added those parts to a new 'Build steps' section in the recently added `BuildElement` documentation. The part of fetch being followed by build is not specific to `BuildElement` but already covered by the Queues section on the Scheduler page, covering all scheduler queues and including visual representation.
