   ## What is the purpose of the change
   
   If `shouldConvertRaggedUnionTypesToVarying` is true, updates 
`RexBuilder#makeIn` to use less restrictive type based on all ranges types 
instead of first range type.
   
   ## Brief change log
   
     - Update `RexBuilder#makeIn`
   
   ## Verifying this change
   
     - Add tests in `RexBuilderTest`, `RelBuilderTest`
