Creating this as a draft PR for now. Provided there's interest in this, I'll log an issue in Jira and attribute the change to it. This is based on the recent mailing list discussion around reducing the number of dependencies of Calcite. I chose commons-lang3 as a rather easy target for getting my feet wet with the code base.
