it is an instance of `Values` and then call `Values.isEmpty`? (Which is how 
`PruneEmptyRules` works.)
   
   I think we can't. Now we apply `SubQueryRemoveRule` before 
`PruneEmptyRules`. so the sub-query is not a VALUES.
