Review Comment:
   For non-constant expressions actual casting performed by `CastImplementor` 
(see `RexToLixTranslator#checkExpressionPadTruncate`, there is multiplication 
to time unit multiplier too). But if cast contains trivial expressions it can 
be simplified to just literal, without call of `CastImplementor`.
