I have tried the PR code locally and I couldn't reproduce the issue. My best guess is that this is caused because the environment on Github actions is slower and it causing some metadata or I/O to arrive late. My .2 cents is to merge the code even w/ the failure and then keep an eye on the next run on Apache CI.
