It turns out that this also happens with the official 2.2.0 release. When I
inspect the Jib generated image, I see ...
```
"Architecture": "amd64",
"Os": "linux",
"Size": 484003142,
```
Despite the operator/base image architecture both being arm64, Jib generates
an image for amd64
