The problem is being able to reliably reproduce and debug this. I tested in a memory and CPU constrained Windows VM and test passes reliably. It's notable looking at the CI logs that GitHub Windows runners just seem to be very slow. The gRPC test app takes 6 seconds to start, Vs 1 - 1.5 seconds on the VM I tested with. -- This is an automated message from the Apache Git Service.
