Three separate `workflow_dispatch` attempts (with `skip_full_build=true`) all stalled — one at `mvn test`, one at `Quick dependency build`, and one at `Set up JDK`. All have been cancelled. The fix is a straightforward test timing improvement (adding `NotifyBuilder` to wait for exchange completion before checking the DLQ). The identical pattern is used in the sibling test `JmsTransactedDeadLetterChannelHandlerRollbackOnExceptionIT`.
