In YAML DSL a `circuitBreaker` with `onFallback` written before `steps` failed at runtime with "Definition has no children": `CircuitBreakerDefinition.addOutput` redirected outputs into the fallback once it was set, and the deserializer applies keys in document order. The validator accepted both orders. The redirect now only applies while the fallback is being built. Tests: `CircuitBreakerTest` and the resilience4j fallback tests. 2 files.
