Thanks for the review. Added the `OPEN` state assertion on the third exchange in `FaultToleranceOpenWithFallbackExchangePropertyTest`, mirroring the Resilience4j test; it holds since the fault tolerance processor reads the state from `CircuitBreakerMaintenance`. Also added a section to the 4.23 upgrade guide for the change in `CamelCircuitBreakerResponseRejected` inside the fallback (raised on the stacked #26603), since that change lives in this PR. -- This is an automated message from the Apache Git Service.
