Fix #3070: drop PICNIC and fix the MLDSA value of pqc-signature-action
(#3072)
Bouncy Castle 1.86 removed Picnic, and camel-pqc dropped the PICNIC
signature algorithm in apache/camel#27052 (Camel 4.23), so the kamelet no
longer offers it.
The enum also lacked the opening quote of its first value, which YAML read
as the plain scalar MLDSA" - leaving MLDSA itself outside the accepted
values.
