The docling-serve image cannot run under FIPS. v1.29.0 aborts at startup
with:
crypto/fips/fips.c:154: OpenSSL internal error: FATAL FIPS SELFTEST
FAILURE
A bundled OpenSSL inside a native Python dependency fails its FIPS
self-test and kills the process (reproduced by running the container directly).
Tracked upstream in docling-project/docling-serve#535 (open, no fix). The
earlier EasyOCR MD5 error was the older v1.9.0 variant
(docling-project/docling-serve#339).
This is an upstream image limitation, not fixable in Camel Quarkus. Tests
remain disabled on FIPS (#9215); we can re-enable once #535 is resolved
upstream.
